SEND PATHFINDER

Statement of Intent

Northamptonshire is now part of the national pathfinder programme for the Green Paper about Special Educational Needs and Disabilities (SEND) with Leicester City.
As part of our Pathfinder we have been asked to test the integration of education, health and social care, including:
• a co-ordinated approach to Single Assessment
• a Single Plan for age 0-25
• Personal Budgets
• support to parent carers and young people
• support to vulnerable children, including children in care and children with
  complex health needs up to the age of 25.

We are really excited that we will have this opportunity to take forward this important initiative, which is crucial in raising our ambition to provide a more transparent and integrated process for families.

There are a range of principles which pathfinders have been asked to adopt.

General principles are:

• the participation of parents is built in from the beginning
• the participation of children and young people informs developments at an
  individual and strategic level
• there is joint working between health, education, including schools, and
  social care.
• there is voluntary and community sector and mainstream organisations
  engagement.

Process principles are:

• evidence is used to inform development
• there is transparency, good communication and a shared understanding
• there is a focus on solutions and outcomes
• evaluation is built in from the start.

Capacity principles are:
• there is capacity to innovate
• the workforce has the necessary skills.

We need to design something that can provide all this to families in a simple and effective way possibly from a variety of sources including schools, voluntary and community providers and education, health and social care providers.
